Andrew M. Kramer, MD, established the Division of Health Care Policy and Research in the Department of Medicine at the University of Colorado Health Sciences Center in 2001. The new Division merged two nationally recognized programs: the Health Policy Research and Training Program that Dr. Kramer created in Geriatric Medicine and the Center for Health Services Research founded by Peter W. Shaughnessy, PhD. Dr. Kramer, Professor of Medicine, Director of the Center for Health Services Research, and Director of the Hartford/Jahnigen Center of Excellence in Geriatric Medicine, was also named the first recipient of the Peter W. Shaughnessy Endowed Chair in Health Care Policy. Dr. Kramer’s research interests focus on strategies for improving care provided to frail older adults across the health care continuum. Through their research, faculty in the division have influenced state and national policy in the following areas: quality assurance and improvement strategies for nursing homes and home health care; care transitions following acute hospitalization; cognition and its impact on health; ethnic disparities; nurse staffing; rehabilitation; and health care reimbursement. Dr. Kramer, who has authored more than 90 publications and policy reports, is a frequent advisor to the Centers for Medicare & Medicaid, Office of the Assistant Secretary for Planning and Evaluation, Senate Committee on Aging, and the Institute of Medicine. He is a highly regarded teacher and mentor, training numerous fellows and faculty, many of whom have established independent research programs at UCHSC.

Faculty

Eric Coleman, MD, MPH, is a Professor of Medicine within the Divisions of Health Care Policy and Research and Geriatric Medicine at the University of Colorado Health Sciences Center. Dr. Coleman's research focuses on improving care transitions across acute and post-acute settings, measuring quality and improving care across sites of geriatric care, and implementing system-level practice improvement interventions. Dr. Coleman is currently the Director of the Care Transitions Program, and Executive Director of the Practice Change Fellows Program.

Murray Côté, PhD, is an Associate Professor within the Division of Health Care Policy and Research. Dr. Côté's primary research interests are in health care operations. His research has received many awards and his findings published in several scientific journals. Dr. Cote is currently an investigator for two Centers for Medicare and Medicaid Services-funded projects examining how to evaluate the quality of care provided in nursing homes based upon survey deficiencies and staffing levels.

Kathy Crisler, MS, RN, is an Assistant Professor within the Division of HCPR.

Anne Epstein, PhD, is an Assistant Professor within the Division of HCPR.

Stacy Fischer, MD, is an Assistant Professor of Medicine within the Divisions of Health Care Policy and Research and Geriatric Medicine. Dr. Fischer is involved in both research and clinical work including teaching medical students and residents. She is currently the lead investigator for a Career Development Award that examines effects of a bicultural patient navigator (guia) to improve care for elderly Latinos.

Jim Grigsby, PhD, is a Professor of Medicine within the Divisions of HCPR and Geriatrics, and Associate Director of the Center for Health Services Research. Dr. Grigsby’s research interest focuses on health services research and cognitive neuroscience and he is currently Principal Investigator for two projects: study of the fragile X-associated tremor/ataxia syndrome (FXTAS), and the effects on cognition of chemotherapy for breast cancer.

David Hittle, PhD, is an Assistant Professor of Medicine within the Division of Health Care Policy and Research and an Assistant Director of the Center for Health Services Research. Dr. Hittle currently serves as Project Co-Director for two CMS-funded projects, the Medicare Home Health Quality Assurance Demonstration and the OASIS Technical Analysis and Support Contract.

Evelyn Hutt, MD, is an Associate Professor of Medicine within the Divisions of HCPR, Geriatric Medicine and the Denver VA Medical Center. Her work has focused on understanding and improving the quality of life and care of Nursing Home residents. Dr. Hutt leads studies in Nursing Home-Acquired Pneumonia (NHAP). She convened a national expert panel to develop a set of evidence-based guidelines for the treatment of NHAP and is currently testing the implementation of those guidelines in various long term care settings. In addition, she works on projects to improve pain management and palliative care in long term care, understanding the clinical characteristics and processes of care for heart failure in nursing home patients, and long term outcomes of hip fracture repair in the VA.

Cari Levy, MD, is an Assistant Professor of Medicine in the Division of Health Care Policy & Research. Dr Levy is a board certified internist, geriatrician and health services researcher. Her research focuses on end-of-life care in nursing homes

Sung-joon "Max" Min, PhD, is an Assistant Professor of Medicine within the Division of Health Care Policy and Research including a faculty position in the Department of Biostatistics. Dr. Min’s primary interest is in biostatistics.

Eugene Nuccio, PhD, is a Senior Instructor within the Division of Health Care Policy and Research at the University of Colorado Health Sciences Center. Dr. Nuccio’s work focuses on development of analysis plan designed to investigate a variety of issues pertaining to the improvement of health care services delivered by home health agencies and nursing homes.

Tiffany Radcliff, PhD, is an Assistant Professor within the Division of HCPR and the Denver VA Medical Center. Her current research interests include access to care for underserved populations, interaction between market forces and health care delivery, and measuring quality and outcomes of care.

Angela Sauaia, MD, PhD, Associate Professor of Medicine, Preventive Medicine and Surgery at the University of Colorado at Denver and Health Sciences Center. Dr. Sauaia’s research interests are health outcomes, health services, and pain management. She has provided leadership on projects to reduce disparities in care for minorities and persons with low income. Dr. Sauaia is currently the Director of the cultural competence and diversity curriculum development with the School of Medicine.

Robert Schlenker, PhD, is an Associate Professor Emeritus within the Division of Health Care Policy and Research.

Peter Shaughnessy, PhD, is Professor Emeritus of the Center for Health Services Research (CHSR) in the Division of Health Care Policy and Research.

Heidi Wald, MD, MPH is an Assistant Professor of Medicine within the Divisions of HCPR and General Internal Medicine. Her interests focus on patient safety and quality of care for geriatric patients in hospital settings.
