Peter Shaughnessy, PhD, is Professor Emeritus of the Center for Health Services
Research (CHSR) in the Division of Health Care Policy and Research. He holds a PhD in mathematical statistics
and has over 30 years of experience in health care research and health policy analysis. Dr. Shaughnessy
most recently directed the research program focusing on the development and refinement of methods to
review and analyze the quality of home health care using outcome measures, and the application of such
measures and associated methods in the context of practical quality assurance and improvement systems.
This research program led to the development of Outcome and Assessment Information Set (OASIS) and is now
contributing to the national implementation of OASIS data collection and Outcome-Based Quality
Improvement (OBQI). He has directed many large-scale research and evaluation studies and demonstration
programs. His areas of expertise include research design; research methods; statistical analysis; quality,
case mix, utilization, and cost measurement in long-term care; methods for ensuring the precision and
accuracy of primary data; program evaluation methods; and large project management.
