The purpose of this project is to evaluate the effectiveness of the current long
term care facility Survey and Certification System and to identify the potential
for improving the care received by beneficiaries as well as the potential of
integrating private accreditation and nonregulatory incentives into the survey
process. The specific goals of the subcontract are to measure nursing home
resident outcomes, taking facility case mix into consideration, and evaluate
whether or not implementation of the new survey and certification system has
resulted in improved care for nursing home residents. In order to complete our
objectives, we will be conducting a quality of care survey at 20 facilities
across the country and ranking groups of facilities on selected quality measures.
