Evaluation of Nursing Home Quality Since the Implementation of OBRA 1987

The purpose of this project is to determine if there is evidence of improvement
in multiple areas of nursing home quality since the implementation of the Resident
Assessment Instrument (RAI). Process and quality indicators in four tracer
conditions (pressure sores, incontinence, restraints, and medication use) will
be analyzed. Data was collected from sources independent of the Minimum Data
Set around the time of implementation of the RAI (1992), and recently (1997-8).
Analysis will adjust for resident-level risk factors and facility characteristics.
