This is a multi-state and multi-site qualitative research project aiming to
provide insight into the effectiveness and accuracy of the nursing home
enforcement process through case studies. The study seeks to determine whether
the nursing home enforcement process results in nursing staff behavior changes
that achieve continuous compliance with the Medicaid/Medicare requirements and
lasting correction of cited deficiencies in five specified care areas. The main
objectives for this study are: 1) to examine the care nursing facilities provide
to residents with specific care problems; 2) to evaluate the accuracy of the
surveying agency's assessment of care delivery in the surveyed nursing facilities;
and 3) to study the effects of the survey enforcement process on nursing home
staff behavior. The data collection for this project is scheduled to begin in
the last quarter of 2002 and will continue in the following year.
