Chemical Inventory System

The Department of Homeland Security (DHS) has adopted 6 CFR Part 27, a regulation mandated by Congress, known as the Chemical Facility Anti-Terrorism Standard (CFATS). The rule implemented by DHS is intended to fill a security gap in our country's anti-terrorism efforts by identifying and improving the security of chemicals that are potentially at a high level of risk for release, theft, or sabotage. The rule requires UCD to conduct an inventory of the chemicals stored, used or shipped to determine whether it possesses 325 “Chemicals of Interest” and if necessary develop a security plan that reflects its vulnerability to theft, attack, or sabotage. If UCD determines during initial and subsequent inventories that any “Chemical of Interest” exceeds its screening threshold quantity, UCD is required to submit the information to the Department of Homeland Security within 60 days. Sanctions for noncompliance include imposition of a civil penalty of up to $25,000 per day of non-compliance, or issuance of an order to cease operations, or both.

The Department of Environmental Health and Safety (EH&S) has been charged with coordinating this effort. Information and inventory tools have been developed to help in your understanding of the regulations and to assist you in completing your inventory.

It is mandatory that any “Chemical of Interest” be inventoried for all UCD chemical storage areas and laboratories and reported to the University's Chemical Inventory System (CIS). See the below steps to inventory and submit information to CIS.

FOR ALL USERS OF THE CHEMICAL INVENTORY SYSTEM (CIS)

The University of Colorado Denver is in transition with the chemical inventory system (CIS). The Department of Environmental Health & Safety (EH&S) will no longer be utilizing the CIS administered by the University of Colorado at Boulder as of April 18, 2008.

Previous entries have been saved and transferred to EHS, so there is no need to re-enter chemical data. At this time, the web access to the database is no longer available since EHS is not licensed for the previously used database product. Until a new CIS program has been purchased and brought to fruition, updating the CIS will be done by utilizing a new Excel spreadsheet.

Open the spreadsheet by clicking on the link below this paragraph, and read the ‘Instructions' sheet tab. Click on the ‘CIS Data' sheet tab and begin entering information as previously instructed. Save your spreadsheet as follows: PI LastNameFirstName and mmddyy (2 digit month & day, last 2 digits of year). Example: WittDebbie041808. ** Please note a change with the instructions. If a chemical has been completely used or picked up as waste by EH&S and there is no intention of replacing it, please put a 0 (zero) in the ‘Number of Containers' box so that it can be removed from the inventory.

EH&S will sort and compile the updated inventory submittals, prepare required reports for the Department of Homeland Security, and coordinate any necessary follow-up actions.
