A study released by the National Campaign to Prevent Teen Pregnancy has determined
that sex education programs do not encourage teenagers' sexual experimentation.
The study examined 73 previously published studies, some of which actually
delayed sex and decreased the number of pregnancies. While teen pregnancy
and birth rates declined in the 1990s, the United States still has the highest
rates of any comparable country. The report, authored by Douglas Kirby, found
eight programs to be effective in communicating abstinence and safe sex. Five
were sex education programs, two were community service programs with discussion
sessions, and one program combined sex education, health care and tutoring.
All of the programs focused directly on changing sexual behavior.
