Schools in many states, have long been skirting a 17-year old federal ban on the sale of new 15-passenger vans by buying used ones instead. These vans have been involved in several high profile rollover accidents, resulting in a 1999 National Transportation Safety Board recommendation which urged states to replace the vans with school buses. The recommendation also asks states to require seat belts in the vans, but state seat belt laws apply only to privately owned vehicles.
